Communications Officer
Rachel Elsea, SHRM-CP , Public Relations and Human Resources Officer, has been serving in the Auditor’s Office since January 2022.
Prior to joining the Fairfield County Auditor’s Office, Rachel served as Clerk to the Fairfield County Board of Commissioners. She began her career in public service as the Constituent Services Director and Service Academies Coordinator for former Congressmen David L. Hobson and Steve Austria.
In her Public Relations Officer role, Rachel strategically plans, develops, and implements comprehensive public relations programming and information. In this role, she represents the office in education, outreach, and media matters. Rachel manages all social media accounts for the Auditor’s Office. In addition, she creates and distributes educational materials for both internal and external stakeholders. As Human Resource Officer, Rachel is the first point of contact for employee policy questions; helps develop and interpret internal policies; and supports compliance and internal accountability. She has obtained her certification as a Society for Human Resource Management (SHRM) – Certified Professional. Rachel also serves as the delegate for the County Records Commission and serves as a subject matter expert for record accessibility for the office.
Rachel is a graduate of Fairfield Christian Academy and earned her Bachelor’s Degree in Business Administration from Concordia University Chicago.
Rachel is an active member of Redeemer Lutheran Church. In her spare time, she enjoys
reading, cooking, and spending time outside. Rachel resides in Lancaster with her husband Charles, their four children, and Winyah the double doodle.
