A special assessment is a charge certified to your property tax bill by a city, village, township, or other public entity to pay for an improvement or service that benefits your property — it is not a tax levied by the Auditor. Use this page to understand how assessments work and to reach the office responsible for a specific charge.
In Ohio, a special assessment is a fee placed on real estate to finance a specific public improvement or service that directly benefits that property — road paving, sewer and water lines, street lighting, sidewalks, or drainage systems among them. Unlike general property taxes, special assessments are charged only to the properties that benefit, on the principle that owners who gain added accessibility, safety, or value from a public project should share proportionately in its cost.
Once approved, an assessment is certified to the County Auditor, added to the tax list, and collected by the County Treasurer — usually alongside regular property taxes — where it appears as a separate line item on the bill. Delinquent assessments accrue penalties and interest much like unpaid taxes.
How an assessment is levied
A local government identifies a public improvement that benefits specific properties.
An assessment district is established that includes only the properties that benefit.
Charges are based on the benefit each property receives, as opposed to its market value.
Affected owners are notified and may provide feedback before the assessment is approved.
The assessment is certified to the County Auditor, added to the tax list, and collected by the Treasurer with property taxes.
